Relay tasks like all tasks show up randomly. But usually you have one or two relay tasks on the board.
No, once everyone is finished with the task you can safely dump it. It doesn’t even have to be everyone set racing.
I read somewhere that dumping only exactly at 10 minutes past, 20 minutes past etc. helps getting more 135 tasks. You then have one minute to clear the board.
At any given time there are only so many 135 tasks on the board. The exact number depends on your co-op size (racing only). Dumping while the maximum number are on the board won’t give any more tasks. You can find a chart on Facebook.
Production tasks can be prepared and are then rather fast tasks. Look on the Regatta page for the spreadsheet containing all 135 point tasks. Upgrading your factories for 8 shelves helps a lot.
If you are at least 3 people racing, then relay tasks are 3 sure 135 points tasks (130+135+140) for three players. A 4th player will give you 145 points, that is 10 more than usual. And doing a slow task is still more efficient than waiting for a quick task.
I‘m in a co-op of two racers and we sometimes work in shifts if the board is especially bad: one player takes a longer task (2-4 hours) while the other does all quick tasks that pop up in the meantime. Then we change who does the fast and who does the slow task.
We dump trains, zoo and most seasonal island tasks as well as a few production (long or complicated) and harvesting tasks (silk, rubber, cocoa). We take airplane tasks and rush the airplanes (we use Tcash to have the planes return faster). All other production tasks are prepped with 7-8 products ready on the shelves. In factories with more than one production task we have coordinated who prepares which product. We use a variation of the spreadsheet mentioned above, or rather the spreadsheet on the wiki is derived from the one I created for our co-op. You are free to use or adapt a copy for your co-op.
We dump an average of 100 tasks per person and finish 16x135 in 18 to 20 hours, usually placing in the top 3. Our GLB position is around 2000-3000.

The colors are repeated on the screen with the islands. My guess is, the dots are colored so you can follow the ships routes and better see which ship goes to wich island.
There is the Golden Sail Trophy you get for coming first in Gold League.
And you get better rewards for better positions. Coming first gives you a much higher chance in getting a booster or lots of Tcash as position rewards and also more tokens (50 for 1st, 40 for 2nd, 30 for 3rd).
Since you win any league by getting as many points as possible and the chests are points based as well, coming first and getting all chests don’t exclude each other. The key to both is to do as many high point tasks as you can. For small co-ops speed is also essential for winning, but also for staying in the league. I have seen races of 2 player co-ops where all teams did 16*135 points so speed alone determined who got demoted.

The 135 points tasks available depend on the levels of the players, not the number of players set racing. You can find a link to the complete list on the Regatta page.
No, you can only do one task at a time. You can prepare a second one (or any number of tasks), but you have to finish your first task and then start the second task. The reservation is just a reminder for your team members that you intend to take that task and are hopefully preparing.
Opting in without actually doing tasks is unfair for the team since in the race teams are grouped together according to the number of players opted in. And getting rewards without helping to gain them isn’t fair either, is it?
You can change co-ops on Mondays (Wednesdays for Windows) and participate in the regatta starting the next day. You don’t have to sit out the rest of the season.

There is no right or wrong order to build your town. Every player plays differently. That being said, some things to consider:
You currently have 18-36 animals (3-6 cows, chickens and sheep each). Do you have enough milk as is or are you always waiting for your cows to be ready? Do you always have enough animal fodder or are you struggling to keep up?
To make use of the Laboratory you will need a certain amount of gems. At your level your best source of gems is the airport. The lab has a nice booster that doubles the coins you get from your heli orders. That could help with your coins problem.
You have probably noticed that helis will ask for paper factory goods even though you haven’t build the factory, yet. The airplane will start to ask for paper factory goods as soon as your population is high enough and you have enough coins to build the factory. You don’t have to have the factory built, just 2 800 coins. Only trains won’t ask for goods you don’t have the factory for, yet.
So for your airplane you could ask for help, buy from the dealer or ask for goods in your co-op.
If that doesn’t help you to decide, the default advice is to build in the order the things were unlocked in the game.

The relay task will have to stay on the board until every co-op member willing to do the task is finished.
It does only matter for the regional Top 200. Getting in the regional Top 200 unlocks a frame and symbol (fleur-de-lis) for your co-op badge.
